Purpose
Scratch is supposed to be a simple language processor which can be easily implemented in PHP for use in Web Content Management Systems, or other applications such as Weblogs
Scratch needs to provide an easy way to add block level markup to HTML, as well as to convert characters (e.g opening and closing quotes) or groups of characters (such as elipses and em-dashes) into thier proper entity equivilents.
